EPR Architects has triumphantly transformed Britain’s historic Old War Office building into a premier destination, featuring the 120-key Raffles London at The OWO, alongside restaurants and private branded residences. This six-year meticulous restoration project, located in London’s Whitehall district, has turned a formerly impenetrable structure into a beacon of luxury and hospitality.

The Old War Office, a Grade II* listed building, was originally designed to keep the public out, with its imposing columns, rusticated masonry, and corner turrets. In 2015, EPR Architects was commissioned by the Hinduja Group to reincarnate this majestic building, converting it from a fortress into a first-class hospitality and residential destination while preserving its historical essence.

To achieve this transformation, EPR Architects extensively studied the original architectural designs, particularly the geometry and proportions of the façade and roofscape. This research helped in identifying opportunities to expand the building’s volume, both below and above ground, while respecting its cellular masonry loadbearing form. Key existing features, such as the Quadrangle Courtyard and Grand Staircase, were integrated into the masterplan, which now includes a luxurious hotel, 85 high-end residences, numerous restaurants and bars, and a destination Guerlain spa with an extensive gym and a 20-meter pool.

The £1.5 billion restoration stands as one of London’s most complex design and construction projects. EPR Architects led a dedicated team in replanning and restructuring the building, which involved adding one, two, and three-storey roof extensions for guest rooms, a rooftop restaurant, bar, and private residences. Additionally, four new basement levels were excavated to create a double-height ballroom, a two-storey pool hall, car parking, and a variety of amenities.

The scale and complexity of this project required a collaborative effort involving 37 consultants, 450 suppliers, and numerous skilled craftspeople. EPR Architects worked closely with the client team and several interior designers to imbue the building with personality and charm. Four separate design studios contributed to the scheme’s diverse uses, with the 120 guest rooms of Raffles London at The OWO envisioned by the late renowned designer Thierry Despont.

The Old War Office’s transformation into The OWO by EPR Architects is a testament to exceptional design and collaboration, creating a harmonious blend of historical preservation and modern luxury.
